Special Counsels & Separation of Powers

Professor Amar, along with other law professors and experts, testified at a hearing on the role of special counsels and separation of powers. Many of the questions from committee members centered around Robert Mueller, the special counsel who was investigating Russian interference in the 2016 presidential campaign and potential collusion between Russian operatives and the Trump campaign. Senators were concerned about protections Mr. Mueller has from being ousted from his office by President Trump, and pressed the panelists on ways Congress could improve legal protections for special counsels at the federal level.

Professor Amar’s testimony begins approximately 20:51 minutes into the video.
